Water Quality Sampling and Lake Management

2011-2012Monitoring of nutrient and water volumes in the Holt Road Branch of the Deer Creek Drain, Wheatfield Township, Ingham County, Michigan

2009 to 2012 - Monitoring of water quality within the Groesbeck Park Drainage system, inLansing Township, Ingham County, Michigan, in order to determine nutrient, sediment and pollutant loading levels for the basis of design of bioretention filtering and processing systems.

2005-2007 - Monitoring of water quality within the Towar Snell Drainage system, in Meridian Township, Ingham County, Michigan, in order to determine nutrient, sediment and pollutant loading levels for the basis of design of bioretention filtering and processing systems.

2004 to present - Cedar Lake Water Quality study for Ingham County Drain Commissioner, Holt, Michigan. Monitoring of water quality to determining potential impact from relocated drain into lake in 2003, pursuant to agreement with DEQ.

2003 to 2006 - Otsego Lake feasibility study for determining alternatives for restoration and management, grant application assistance and water quality sampling. 

1999 to 2010 - Lake Shannon Water Quality Sampling and Analysis: In-lake phosphorus determination, lawn soil sampling and analysis for fertilizer application rates; Spaulding Drain Watershed Study and Manure Management Plan; Shannon West dredging volume determination along with sediment Sampling and analysis; Fenton, Michigan.

1992 - Portage Lake Diagnostic/Feasibility Study for Onekama Township, Manistee Co., Mi.

1990 - Brevoort Lake Water Quality Sampling Plan, Moran Township, Michigan; Development of water quality sampling plan to identify point and non-point nutrient sources within the watershed.

1988 - Leisure Lake Water Quality Sampling, Durand, Michigan:  Sampling plan to identify in-lake levels of nutrients, to obtain a lake water quality index.

Wetland Delineation/Determination, Impact Mitigation and Functional Evaluation

The following wetland delineation/determinations include:  field investigation to verify the presence of hydrophytic (water loving) vegetation, hydric soils and hydrology; delineating the boundary in the field, generating a formal report which defines specific indicators for each of the above three parameters, along with determining the local, state or federal regulatory status.

2003 - Zeldas Ranch Mining Operation, 260 acre parcel in the south ½ of section 13 of Chippewa Township (T14N-R3W), Isabella County, Michigan  

2002 - Sylvan Township and Multi-lakes sanitary sewer force main alignment project along 15 miles of proposed corridors for Jones and Henry Engineers, Washtenaw County, Michigan.   

2002 - Proposed 729-acre single and multi-family residential development for Eyde Company in sections 28, 29, 32 and 33 of Superior Township, Washtenaw County, Michigan.  

1995 - Proposed improvement of  an 8.3 mile segment of M-84 between Saginaw and Bay City, Michigan.  This was in association with an Environmental Impact Statement for the Michigan Department of Transportation.   It also included site selection and  design  of a five-acre wetland impact mitigation site and functional evaluation.    

1998 to Present - New Golf Course wetland delineations/determinations: Binder Park G.C, Battle Creek, Mi.; Birchwood Farms Golf and Country Club, Harbor Springs, Mi.; Bucks Run Golf Club, Mt. Pleasant, Mi.; Currie Municipal G.C., Midland, Mi.; Cutters Ridge G. C., Manistee, Mi.; Hawk Hollow G. C., Bath, Mi.; Hidden Oaks G. C., St. Louis, Mi.; Mount Pleasant Country Club, Mt. Pleasant, Mi.; Railside G. C., Byron, Mi.; The Majestic G. C. at Lake Walden, Hartland,  Mi.                     

1995 to 1996 - Extension of the US-23 Freeway, Phase I, between Standish and Tawas, Michigan.  This was in association with an Environmental Impact Statement for the Michigan Department of Transportation and includes site identification and conceptual design for wetland impact mitigation for over 400 acres of wetland which will potentially be destroyed.  It also entailed the functional evaluation of wetland habitat.     

1990 - Wetland delineation/determination, land use plan and mitigation recommendations for the 1,200 acre Fort Custer Industrial Park, Battle Creek, Michigan.  

1989 to 1996 - Wetland delineation/determinations for the Michigan Department of Transportation-Bureau of Aeronautics in association with environmental assessments for the Delta County , Sparta, Caro Municipal, Kalamazoo/Battle Creek International, Mason-Jewett, Clare Municipal and Chippewa County Airports.     

1990 to 2012 - Plus over 180 additional Wetland Assessments on sites ranging from 2 to 40 acres.

Wetland Permit Applications, Design, Construction and Monitoring Projects in accordance  with the Michigan Natural Resources and Environmental Protection Act

2011 – Reconstruction of the Holt Road Branch of the Deer Creek Drain, Wheatfield Township, Ingham County, Michigan.

2010 – Groesbeck Park Drain Project for the Ingham County Drain Commissioner, Lansing Township, Michigan.  Reconstruction of a portion of the Drain and design of bioretention systems as well as creation of new and mitigated wetland.

2008 – Towar-Snell Drains Project for the Ingham County Drain Commissioner, Meridian  Township, Michigan.  Construction of a new drainage system using rain gardens, wetland systems and other bioretention systems to filter storm water.

2006 - Briarwood Drain Project for the Ingham County Drain Commissioner, Okemos, Michigan.  Reconstruction of a portion of the Briarwood Drain and pond improvement that included a native plant re-vegetation plan. Permit Status: Granted in November 2005  with construction to begin in April 2006.

2005 - Stonegate Farms #3 residential development, Jackson, Michigan.  Filling of 0.2 acre of wetland for a road crossing, crossing of a wetland with a utility corridor/trench and filling of floodplain of the Grand River.  Floodplain storage volume and wetland were mitigated for on-site at a 1.5 to 1.0 ratio.  Permit Status: Granted January 2005 and construction completed May 2005.

2005 - Pawapi Woods residential development for White Sands Development Company, Williamston, Michigan.  Filling wetland for road crossing and balancing of floodplain fill to provide for home sites.  Permit Status: Granted November 2004 with construction complete in May 2005

2005 - Timber Meadows Drain Project for the Ingham County Drain Commissioner, East Lansing Michigan. Reconstruction of a portion of the Timber Meadows Drain. Permit Status: Granted in November 2005 with construction to begin in December 2005.

2005 - Ringneck Way Residential Development, Howell, Michigan.  Crossing of a wetland with road and drive to access land-locked parcel, as well as creation of a pond adjacent to wetland.  Permit Status: Granted November 2005

2005 - Prior Lake Estates, West Branch, Michigan - permit application for dredging to allow access to Prior Lake, with design and monitoring of 1.3 acres of re-created wetland.   Permit Status: Prepared in 2003 and now in negotiation with DEQ Office of Administrative Hearings by Haywood and Associates, Inc. 

2004 - Family Worship Center Church Development, 103 acre site, Pierson, Michigan - permit application to cross three drainage corridors and fill 0.25 acres of wetland for a church, access road and parking facilities.  Permit Status: Granted in March 2004 with construction to begin in April 2004.

2003 - Bukoski Brothers/Rooney commercial development site, Bad Axe, Michigan.  Clearing and draining of 12 acres of low quality wetland to allow access and development of large commercial park which includes creation of 20 acres of wetland to off-set impacts. Permit Status: Pending until final settlement of wetland creation design and construction.  

2004 - Family Worship Center Church Development, 103 acre site, Pierson, Michigan - permit application to cross three drainage corridors and fill 0.25 acres of wetland for a church, access road and parking facilities.  Permit Status: Granted in March 2004 with construction to begin in April 2004. 2003 - Bukoski Brothers/Rooney commercial development site, Bad Axe, Michigan.  Clearing and draining of 12 acres of low quality wetland to allow access and development of large commercial park which includes creation of 20 acres of wetland to off-set impacts. 2004 - Pheasant Ridge Residential Development, Ortonville, Michigan. Crossing of a drain and  wetland with road and filling of an unregulated wetland for a retention basin.  Permit Status: Permit granted November 2005.           

2004 - Residential site development off Lake Pleasant Road, Attica, Michigan - permit application for dredging of 0.47 acre of wetland and 2100 cubic yards of sediment in an existing canal on Long Lake.    Permit Status: Granted in October 2005.

2004 - Cove Island Condominium development, Waterford Township, Michigan - permit application to fill and re-create 0.5 acre of wetland and to create access to Cass Lake.  Permit Status: In process with decision by end of April 2004. 2003 - Mile Road Sand Mining operation for Fisher Contracting, Inc. - permit application, design and monitoring of 5.5 acres of re-created wetland due to dredging of 3.6 acres of wetland.  Permit Status: Granted in 2003 with excavation beginning in 2004. 2003 - Lake Shannon, Fenton, Michigan - permit application to dredge 1000 cubic yards of material from Parkwood Cove to allow continued use for boat access. Permit Status: Petition to DEQ Office of Administrative Hearings with verbal approval in March 2004 after negotiated mitigating impacts.  

2003 - Community Association of Northfield Hills, Troy, Michigan - permit application to stabilize eroding banks and restore an impounded portion of the Rouge River through dredging, known as Beechwood Lake .   Permit Status : Granted in 2002 with dredging taking place in 2003

2003 - Thomas residential site development, Harsens Island, Michigan - permit application and re-creation site search for filling of 1.0 acre of wetland for a single family residence.  Permit Status: Prepared in 2001 and granted in 2004 with modified site plan after Administrative Hearing in Fall 2002. 

2003 - Midway Sand and Gravel, Holly, Michigan - after the fact permit for creating a five acre lo expansion of a sand and gravel mining operation, along with a surface water discharge study.  Permit Status: Granted in 2004 and excavated previously.  

2003 - Oxbow Lake embayment maintenance dredging, section 22 White Lake Township, Oakland County, Michigan -dredging of a 3 acre embayment in northeast portion of Oxbow Lake to maintain boat access and recreational use by removal of 2900 cubic yards of material for ten riparian property owners.  Permit Status: In process

2003 - Sycamore Golf Course renovation, on Mt. Hope Avenue between Pennsylvania Avenue and Aurelius Road, Lansing, Michigan - permit application, wetland mitigation, planting plan and monitoring for the creation of a golf teaching facility, in coordination with Landscape Architects and Planners, Inc.  Permit Status: Granted in 2003 and construction in 2004

2003 - Parks Lake, Webster Township, Washtenaw County, Michigan - permit application to dredge17 separate channels from existing docks to open water for boat access and to dredge five acres of the center portion of the lake to improve fish habitat and overall water quality.   Permit Status: Granted and dredging to take place in fall of 2004

2003 - Ruth Canal on Commerce Lake, Commerce Township, Michigan - permit application to dredge 8600 cubic yards of material in open water habitat and 0.3 acre of wetland.   Permit Status: Granted and dredging to be conducted in spring 2004. 2002 - Van Every wetland dredging, northeast 1/4 of section 34 of Metamora  Township, Lapeer County, Michigan - permit application  for habitat enhancement and creation of 1 acre trout pond.  Permit Status: Granted in 2003 and construction in 2004.           

2002 - Walnut Lake channel dredging, southeast 1/4 of section 24 of West Bloomfield Township, Oakland County, Michigan - permit application to create lake access channel for five riparian property owners by dredging 2900 cubic yards of material, due to low lake levels.  Permit Status: In process 2002 - John Parke Lake, Howell, Michigan - permit application to dredge 6500 cubic yards of material from open water habitat to deepen the lake and remove sediment from an impounded area of  Thompson Lake Drain.  Permit Status: Granted and dredged in fall of 2002.           

2002 - Teal Run Apartments on Glenn Cross Road, Battle Creek, Michigan - permit application for filling 0.2 acre of wetland to stabilize a steep slope along proposed buildings.  Permit Status: Granted in 2001 and constructed in 2002.

2002 - Heath Drain Storm water Management Project, Grand River Avenue, Williamstown Township, Michigan - Wetland construction design and planting plan for retention basins to enhance aquatic habitat.  Permit Status: Wetland not regulated by State but permit granted by Williamstown Township in 2003 with cooperation from the DEQ. 

 2002 - Tobias/Linn Storm water Sewer Project, Williamston, Michigan - permit application to fill 0.3 acre and dredge 696 cubic yards of wetland for Linn Road widening and utility replacement.  Included wetland design, construction observation and monitoring.  Permit Status: Granted in 2001 and  constructed in 2002.

2001 - Hemingway Lake Dam, section  9 of Marathon Township, Lapeer County, Michigan - permit application to replace downstream road crossing at discharge of dam.  Permit Status: Granted in April 2004 and to be constructed in August 2004.   

2001 - Lake Henson Project, Otter Lake, Michigan - design input on creation of a 60-acre lake and creation of 26 acres of wetland.  Also included construction observation and extensive monitoring of the created wetland habitat.   Permit Status:Granted in 1999 and constructed in 2000. 2001 - Art Moehn car dealership, Blackman Township, Jackson County, Michigan - permit application, design and monitoring of 1.2 acres of  re-created wetland due to construction  of car dealership that filled 0.8 acre of wetland.  Permit Status: Granted in 1998 and constructed in 2000  

2001 - Bucks Run Golf Course, Mt. Pleasant, Michigan - permit application, design, construction observation and monitoring of 3.8 acres of  re-created wetland due to filling of and dredging of 2.5 acres.  Permit Status: Granted and constructed in 1999.

2001 - Central Concrete Products Mining expansion, Mt. Pleasant, Michigan - permit application, design, construction observation and monitoring of 4.5 acres of  re-created wetland due to dredging of 3 acres of wetland.  Permit Status: Granted and mining beginning in 2000   

2000 - Cutters Ridge Golf Course, Manistee, Michigan -  permit application, design, construction observation and monitoring of 0.5 acres of  re-created wetland in coordination with Matthews and Associates, Inc.  Permit Status: Granted in 1998 and constructed in 1999.  

2000 - Currie Municipal Golf Course, Midland, Michigan - planting plan and monitoring of wetland habitat enhancements, as well as permitting of boardwalk crossings in coordination with Matthews and Associates, Inc.  Permit Status: Granted and constructed in 2000. 

2000 - Wal Mart development site, Okemos, Michigan - wetland design, planting plan and monitoring for 1.2 acres of  re-created wetland in coordination with Stephens-Keyes Engineers, Inc.  Also, a planting plan for enhancement of three acres of detention basins.  Permit Status: Granted in 2000 and constructed in 2001.    

2000 - Forrest of Nottingham condominium development, Williamston, Michigan - permit application for two County Drain crossings and 300 feet of wetland with a road, in order to access  land-locked portions of upland.  Permit Status: Granted in 1997 and construction began in 1998.  

2000 - Hidden Oaks G. C., St. Louis, Michigan - permit application, design, construction observation and wetland monitoring for creation of 0.5 acre of wetland in coordination with Matthews and Associates, Inc.  Permit Status: Granted and constructed in 1998.

2000 - Behr America development site, Webberville, Michigan industrial park - permit application, design and monitoring for  re-creation of 0.25 acre of wetland due to a road crossing.  Permit Status: Granted in 1997 and constructed in 1998.

2000 - North Tier Trail non-motorized facility along the Remy-Chandler Drain, for the City of East Lansing, Michigan - permit application for crossing of a County Drain and filling of 0.2 acre of contiguous wetland along the trail alignment.  Permit Status: Permit granted 1999 and constructed in 2000

1999 - Old English Estates, Tihart Road, Okemos, Michigan - wetland monitoring of 0.35 acre of re-created habitat due to road crossing impacts.

1998 - Grovenburg Farms subdivision, phase two, Lansing, Michigan - permit application to fill 0.3 acre of wetland for a road crossing, with design, construction observation and wetland monitoring of re-created wetland.  Permit Status: Granted and constructed in 1999.

1998 - LaGrange County, Indiana, County Road 1150 improvements - permit application, design and re-creation of 0.5 acre of wetland for a Detroit District Corps of Engineers permit.  Permit Status: Granted in 1996 and constructed in 1997.

In addition, permit applications in accordance with the Part 303 of the Michigan Natural Resources and Environmental were prepared and/or reviewed for the following Environmental Impact Statements and Assessments while employed in the Environmental Science Department of Snell Environmental Group, Inc. between 1989 and 1996.

 1995 to 1996 - Environmental Impact Statement for the Michigan Department of Transportation for proposed improvement of  an 8.3 mile segment of M-84 between Saginaw and Bay City, Michigan.      

1994 to 1995 - Environmental Impact Statement for the Michigan Department of Transportation for the US-23 Freeway Extension Project, Phase I, between Standish and Tawas, Michigan.  This EIS is for a 35 mile corridor which includes 18 alternative alignments totaling over 60 miles with each alignment 500 feet wide.    

1993 to 1994 - Land use Inventory, wetland determination and Endangered Species Investigation for an Environmental Impact Statement for Rehabilitation of I-94 (Ford Freeway) between I-96 (Jeffries Freeway) and Conner Avenue, Detroit, Michigan.

2010 – Site investigation for the presence of purple milkweed (Asclepias pupurascensand showy orchis (Galearis spectatbilis) habitat a for the at the proposed Woodstock Aggregates sand and gravel mining operation.

2005 - Endangered and Threatened species investigation and impact analysis for the presence of Vasey’s Rush (Juncus vaseyi) and Clinton’s Bulrush (Scirpus clintonii) at the proposed Perry Airpark in section 13 of Woodhull Township, Shiawassee County, Michigan.    

2005 - Endangered and Threatened species investigation and impact analysis for the presence of the Blanding’s turtle (Emydoidea blandingii), massasauga rattle snake (Sistrurus catenatus catenatus), dwarf hackberry (Celtis tenuifolia), American chestnut (Castanea dentata) and upland boneset (Eupatorium sessilifolium) along a 12-mile corridor for a sanitary sewer force main project in Lyndon and Sylvan Townships, Washtenaw County, Michigan.  

2004 - Investigation for the presence of the massasauga rattle snake for a proposed residential development site at the corner of Weatherwax and Kibby Roads, Jackson, Michigan.  

2004 - Endangered and Threatened species investigation and impact analysis for the presence of the massasauga rattle snake (Sistrurus catenatus catenatus) and spotted turtle (Clemmys guttata) along a eight-mile corridor for a sanitary sewer force main project, Lyndon, Dexter and Sylvan Townships, Washtenaw County, Michigan.  

2002 - Endangered and Threatened species investigation for potential habitat impacts to the red-shouldered hawk (Haliaeetus leucocephalus), relative to the construction of a cellular phone tower, on Buttles Road, in section 27 of Vienna Township, Montmorency County, Michigan.

2002 - Endangered and Threatened species investigation for potential habitat impacts to the bald eagle (Haliaeetus leucocephalus), relative to the construction of a cellular phone tower, section 12 of Denton Township, Roscommon County, Michigan.

1993 - Riverfront Park Interpretive Program, Meridian Charter Township:  On-site biological inventory of flora and fauna, along with assisting Veverka and Associates in interpretive program development. This project  also included an endangered and threatened species investigation.              

1993 - Flora inventory for the US-31 Bridge Reconstruction, Berrien Springs, Michigan.

1991 - Emmett Street Bridge endangered species investigation for Indiana Bat, Battle Creek, MI.  

 In addition, all wetland assessments include an inventory of flora which considers the endangered and threatened status of all species identified.

Civil Engineering Construction Design and Inspection Projects for Protecting Aquatic Resources

The following projects involved input in the design and analysis phase to protect or mitigate impacts to adjacent resources as well as on-site construction observation to assure that construction practices or methods are in compliance with plans and specifications

2005 to 2007 - Towar and Snell Drains and Branches storm sewer reconstruction with bioretention systems using rain garden designs and over 100 species of forbs, grasses and sedges for filtering, processing and evapotranspiration of stormwater from a four square mile residential/commercial drainage district, for the Ingham County Drain Commissioner.

1990 - Reconstruction and cleaning of  a portion of the Spaulding Drain, Clinton County, Michigan.

1990 - Sterling State Park boat launch, parking lot and facilities reconstruction, Monroe, Michigan.

1990 - Reconstruction of the Harrison Road Bridge over the Red Cedar River, E. Lansing, Michigan. 

1990 - Reconstruction of the Miami Road boat ramp and parking lot on the St. Joseph River, St. Joseph, Mi.

Expert Witness/Contested Case Hearing Testimony

2003 - Tim Searfoss vs. Michigan Department of Environmental Quality (MDEQ) Contested Case Hearing. Permit to dredge a portion of Prior Lake in West Branch, Michigan for single family residential housing access to the lake was denied and appealed through the administrative hearing process within DEQ.  A settlement was reached after the hearing to allow for a minimal amount of dredging for access to the lake via board walks and open water areas. 

2003 - Eyde Construction/Wal Mart Corporation vs. MDEQ Contested Case.  Filling of 0.151 acre of wetland and creation of retention basins for construction of a Wal Mart Department Store and develop two additional commercial parcels, Okemos, Michigan.  Permit was granted by administrative law judge.           

2002 - William Crick vs. MDEQ Contested Case.  Filling of wetland for a driveway to access an upland area for construction of a single family home, in the south ½ of section 24 of Kinderhook Township, Branch County, Michigan.  Permit was denied by administrative law judge due to an available area of upland along the road frontage, which eliminated the need to cross wetland.

2001 - Asquith/River Pines Campground vs. MDEQ Contested Case. Excavation of upland peninsula at terminus of Lost Bayou on Grand River, Allendale Township, Ottawa county, Michigan.  Permit application was to create a campground marina in the upland area adjacent to wetland habitat with a minimal amount of dredging for a channel to access the main channel of the Grand River.  Permit was granted by administrative law judge. 

2001 - Oak Lane Apartments vs. Construction Company circuit court injunction.  Testified on behalf of the construction company after an injunction was filed by the apartment community to halt development of the adjoining property.  The plaintiff alleged that there was regulated wetland not identified which would be destroyed by proposed residential construction.  After the show cause hearing for the injunction, the case was dismissed, since there was not enough evidence to support plaintiffs contention.

2000 - James vs. MDEQ Contested Case.  Filling of 0.5 acre of wetland to construct self-storage buildings business on east side of M-50 in section 6 of Napoleon Township,  Napoleon, Michigan.  Permit was granted by administrative law judge.

1995 - Borough of Hopatcong, New Jersey  vs. Tri County Asphalt Corporation.  Served as environmental impact  witness for the plaintiff (Tri County Asphalt), on an Environmental Impact Statement pertaining to the replacement of plant facilities at the Hopatcong Quarry. Mining improvement and expansion plan was approved and permitted by the Borough after minor changes to the orientation of proposed facilities. Permit was granted by State of New Jersey and local Borough.

1996 - Platsis vs. City of Battle Creek.  Testified and acted on behalf of the plaintiff, Mr. George Platsis, for trespass and damages associated with a City drainage course.  Included watershed analysis of  land/cover use, wetland delineation and runoff volume calculations. As a result of this case the City installed a storm sewer system along the plaintiffs property boundary to eliminate the storm runoff trespass.
